feat: breadcrumbs, footer latency indicator, button loading state, tabs component

What does this PR do?

Implements four UI components:

Type of change

1. Breadcrumbs Navigation Component
2. Footer with Network Latency Indicator
3. Versatile Button with Loading State
4. Tabs and Segmented Control Component

Testing

• Ran the app locally and checked each component works
• Confirmed existing pages still load without errors

Both failing checks come from existing dependency vulnerabilities, not from this PR's UI components:

• Dependency Audit: uuid via node-cron
• Smoke Test & Publish Indexer: handlebars (CVE-2026-106445, CVE-2026-106446) and proxy-addr (CVE-2026-90711) in the indexer image

The same checks are failing on other open PRs (#1265, #1266, #1267, #1268). Happy to adjust if you'd like me to handle anything here.
