Implements the Phase 3 transfer flow in TransferScreen:

• [Phase 3] Implement Transfer Destination Address Validation #1211 Destination validation with StrKey.isValidEd25519PublicKey; shows Invalid Stellar public key format and Cannot transfer to self.
• [Phase 3] Implement Transfer Balance Check and Overdraft Prevention #1212 Amount parsed with parsePositiveInteger and compared with the live balance; shows Insufficient balance and disables submit.
• [Phase 3] Build Transfer Submission Progress and State Handlers #1215 Duplicate-click guard (ref + disabled inputs), pending spinner, form cleared on success, wallet-rejection / timeout / network errors mapped to readable alerts, disconnected-wallet and balance-error alerts.
• [Phase 3] Build Transfer Confirmation Receipt Modal #1216 New TransferReceiptModal (sender, recipient, amount, timestamp, hash) with Copy Tx Hash, View on Explorer, and a balance refetch on confirmation.

Exports validateTransferDestination, validateTransferAmount, describeTransferError, and TransferReceiptModal. Adds explorerUrl and onTransferConfirmed props.

Testing

Note: the existing test fixtures used addresses with invalid StrKey checksums; replaced with valid ones.
