[Phase 3] Complete RBAC pause and vault deposit flows

Summary

• Expose token pause state and vault underlying-token balances through the SDK.
• Add the global paused-contract banner and confirmation-gated Pauser pause/unpause controls.
• Validate vault deposits against the connected wallet's token balance and surface balance-read failures.
• Enable quorum-ready proposal execution with a post-execution refresh callback.

Verification

• React tests: 20 suites, 280 tests passed.
• SDK tests: 17 suites, 136 tests passed.
• React and SDK builds passed.
• Rust formatting and contract tests could not run because cargo is unavailable in the environment.
