Preserve perk state across reload and shutdown with ordered persistence, and track activation credit completion and replay checkpoints.
Draft: this branch builds against an unpublished AdvancedCore follow-up to BenCodez/AdvancedCore#373. Normal published dependency delivery remains pending. Older VotingPlugin hosts use a separately shaded dispatcher and require compatibility verification for replay cleanup.
Validation: 315 tests passed against the isolated candidate SDK, including 40 owner-task scheduling cases; artifact and focused review evidence are recorded separately.
