Summary
Add MEX 0.8.2 project memory and official Codex Inbox/Relay integration for VotingPlugin-Control. Documents node and browser boundaries, revision-bound READ/PREVIEW/APPLY, mixed-node retries, redacted history, and WebUI state.
The authority order is current code/tests, formal repository instructions/contracts, reviewed MEX knowledge, then historical Relays. MEX is supporting context; current source remains authoritative. This PR changes no application code.
Validation
mex wiki rebuild-index,mex check(100/100), andmex doctorpassed.mex skills sync --dry-run --tool codexreported no drift or conflicts.git diff --checkpassed. Local graph/index databases are ignored.MEX 0.8.2 does not structurally index Java. Codex must inspect Java directly.
