Reviewed the intent of the SupaYoshi vote-delay branches against current upstream. Existing stable occurrence IDs and trusted queue classification already implement the necessary production safeguards; this PR adds missing integrated coverage instead of copying the older processing implementation. Tests are deterministic unit/mocked integration tests, including real protocol decoding and durable local receipt state. No live proxy/network deployment verification is claimed.
