P1 Badge Replace placeholders before enabling automatic closure

For any issue or PR already inactive for 60 days, this scheduled workflow posts only the literal placeholder text and then closes the thread seven days later without a closing explanation; users therefore receive no warning that closure is pending or that activity resets the timer. These are the documented actions/stale@v5 defaults for the omitted timeout and close-message settings (action metadata). Replace these placeholders with an explicit deadline and recovery instructions, or disable automatic closing until suitable messaging is configured.
