背景

基于 PR #43 引入的 TanStack Query 架构，改造链配置订阅。

当前问题

src/services/chain-config/subscription.ts 已有 ETag 缓存机制，但：

  • 手动管理请求逻辑
  • 无自动定期刷新
  • 缓存与 UI 状态分离

改造目标

创建 useChainConfigQuery hook：

  • 支持 ETag / 304 Not Modified
  • refetchInterval: 可配置定期刷新
  • 与现有 store 集成
