Key insight: GitHub Actions pre-downloads ALL 'uses:' actions in Set up job phase, regardless of 'if' conditions. Solution: Completely separate jobs - ci-fast: self-hosted, NO 'uses:' declarations (zero downloads) - ci-standard: github-hosted, standard actions - checks: status aggregation (required by branch protection) Control via vars.USE_SELF_HOSTED: - true: ci-fast runs - false/unset: ci-standard runs Scripts: - start-all.sh: sets USE_SELF_HOSTED=true - stop-all.sh: sets USE_SELF_HOSTED=false - env-doctor.sh: checks dependencies and permissions
