feat(agent): register blue_cell as a decepticon subagent (purple loop) - #11

The red orchestrator dispatches blue_cell as a subagent when the AutoBot package is installed (decepticon[blue]): the SUBAGENT_SPEC moves from the removed Decepticon in-tree module, declared here under the decepticon.subagents entry-point (parent_agents pinned to decepticon, bundle standard, priority 90). Verified discoverable via importlib.metadata alongside the agents entry-point.

Restores the red-orchestrator → blue_cell subagent dispatch removed with the in-tree Blue Cell (stage 2c): the SUBAGENT_SPEC is declared in AutoBot's blue_cell module and registered under the
decepticon.subagentsentry-point the Decepticon plugin loader already discovers. Purple loop: the red orchestrator dispatches the AutoBot-hosted defender whendecepticon[blue]installs this package. Verified discoverable via importlib.metadata for both entry-point groups.
