Release v0.1.3-beta.3 for testing after #453 added tenant-scoped software inventory and estate intelligence.

• Advance only Directory.Build.props from 0.1.3-beta.2 to 0.1.3-beta.3.
• Add release notes covering Windows/Linux collection, client and estate views, durable reconciliation, API/MCP access, migration order and owner testing. Link the retained beta.2 changes from fix: instance policy administration and operations UX for v0.1.3-beta.2 #448 and Improve task-history previews and Script Library for v0.1.3-beta.2 #451.
• Keep the generic build/publication pipeline and product behavior unchanged.

Validation:

• Required PR validation passed on 8ab90b5. The .NET job completed in 18m27s, below the 20-minute cap; Release compilation took 3m09s.
• All 5,424 tests passed with zero failures or skips: 4,721 Core (803s), 36 API/PostgreSQL (318s, concurrent with Core), and 667 components (39s). Source/release contracts, disclosure checks, evaluated version authority and documentation/layout checks passed.
• Main validation passed on the merged release commit; its .NET job took 18m31s.
• Local diff, static version authority, documentation placement/local links and all four documentation fixtures passed. No local .NET pass is claimed because this executor has no SDK.

Release completed:

• Merged as 9103886 and tagged v0.1.3-beta.3.
• Release build passed on that exact tag: all 5,424 tests, Linux distributables, Windows MCP and Windows/Linux/macOS native Client packaging. Source validation took 12m45s; Release compilation took 1m59s.
• Publication passed: five public GHCR images, immutable digests, scans and anonymous pulls; all 15 downloadable release assets uploaded and verified.
• Independently downloaded all public assets and verified all 14 checksum entries, GitHub asset digests/sizes, publication artifact hashes, authenticated build artifact metadata, and the Compose bundle's version/source/image digests. publication.json records complete build/distribution integrity and pending-owner-testing functional acceptance, with no claimed executed smokes.
• Prerelease and downloads are ready for owner testing. Stable/latest remains v0.1.2. Run migrations before updated API replicas and update Windows/Linux clients for inventory collection.
