Points the sandbox validation harnesses at the composite actions at
@develop.CI_Toolkithas no reusable.github/workflows/ci-versioning.ymlorci-serialisation.yml; only the composite actions under.github/actions/exist. A workflow referencing the missing path fails at workflow level with zero jobs and no retrievable log, which is easy to misdiagnose as a check problem. Both files here were in that state.Kept at
@developso the repo stays usable as a validation subject without setup.
