Not for merge. Flips ci-serialisation to a measurement branch with the assembly filter widened to include year-suffixed assemblies, to establish the failure count and shape.

Measurement complete, recorded on CI_Toolkit#67. Widening the filter loaded 2 more assemblies and changed the tested population by zero, so the coverage gap is not in the filter. |

Measurement for CI_Toolkit#67. Baseline on this repo with the shipped filter: 83 assemblies loaded, 0 year-suffixed, population 6,063, 0 failures.
This run widens the filter to include year-suffixed assemblies so the gap can be sized: failure count, loaded-assembly delta, and the shape of the failures. The shipped filter is untouched.
Not for merge, and the measurement branch is marked DO-NOT-MERGE.
