inspire usually has one record, but it might change its resource type, get more resource types, and/or change files. on cds that means either a new version of the same resource type (file changes), a new version when a new resource type shows up, an update to the version that already has that type, or a new version if an old type gets replaced with a new one. this just makes the harvester report warn when those new versions get created.
