Use uv to install Python packages. Reduce the build context. Do not resolve dependencies again after source changes. Local benchmark results: - Clean build: 113.98 s to 52.32 s. - Source-only rebuild: 28.25 s to 2.70 s. - Cached rebuild: 1.24 s.
