chore(release): v1.10.0, repin docs-editing to v0.4.0 and remove em dashes - #7

Replaces every em dash in the README, AGENTS.md, docs/, CHANGELOG, .vale.ini, .gitignore and scripts/validate.py with a colon, comma, semicolon, parentheses or a new sentence, chosen per sentence. Punctuation only. The .vale.ini note that the house style permits spaced em dashes is corrected. Left verbatim on purpose: the plugin description fields in marketplace.json and their README table cells, which are copied from each plugin's own plugin.json and change only when that plugin is repinned; and one dash inside a code block in docs/testing.md. Moves the docs-editing entry's version and source.ref to v0.4.0 together, copies the new description verbatim from the tagged plugin.json, bumps metadata.version to 1.10.0 (a plugin minor is a catalog minor) and folds [Unreleased] into the dated section.
