fix(db): restamp onboarding channel migration

Summary

• restamp the unapplied onboarding channel migration after the current migration head
• preserve the migration SQL byte-for-byte
• unblock supabase db push for the onboarding telemetry changes from fix(onboarding): track channel creation before final setup #3409

Context

Release capgo-12.304.3 rejected 20260925160725_onboarding_channel_step.sql because production already contained a later migration. The Supabase deployment failed before applying this migration, and the required web deployment was skipped.

The replacement file was created with bunx supabase migration new onboarding_channel_step. Git detects the change as a 100% content-preserving rename to 20260926152748_onboarding_channel_step.sql.

Validation

• bash scripts/check-supabase-migration-order.sh
• bun lint (passes with 31 existing warnings)
• git diff --check origin/main...HEAD

No admin dashboard or graphify-out/ changes are included.
