Implement Claude API integration with custom tools for GitHub operations.

Acceptance Criteria

• Claude API client implementation with proper authentication
• Tool definitions for all GitHub operations:
  • Fetch file contents
  • Post comments on PRs
  • Approve PRs
  • Request changes to PRs
  • Get issue metadata
• Proper error handling for API calls
• Secure handling of API keys
• Unit tests for each tool function

Technical Details

• Use the latest Anthropic API for Claude
• Define tool schemas as per Claude's tool-calling API
• Implement GitHub API integration using Octokit
• Handle rate limiting and errors gracefully
• Ensure proper authentication flows
