feat: add anonymous ticket creation baseline

Summary

• add an extensible ticket contract, Fastify creation endpoint, and PostgreSQL repository
• add the initial Drizzle ticket schema and versioned migration
• add an accessible React ticket form for anonymous submissions
• document the temporary anonymous-creation decision and future extension points
• extend CI to migrate, test, measure coverage, and build the applications
• align Vite 8 with the plugin-react version already present on current main
