Summary

Closes #98

Introduce asynchronous authorization evaluation across the UltimateAuth access pipeline.

• Add DecideAsync support to access policies, invariants, and authority.
• Migrate internal authorization flows to async evaluation with cancellation support.
• Preserve backward compatibility (except IAccessAuthority) with existing synchronous policy and invariant implementations.
• Update Identity Lab policies to use asynchronous EF Core operations.
• Update authorization unit and integration tests for the async pipeline.

Existing synchronous implementations remain supported through obsolete compatibility methods.
