changelog: add v0.39.1 release notes (+ CMS backfill for v0.38.2 and v0.39.0)

Adds the v0.39.1 changelog entry, and backfills the CMS popup for the three versions that shipped since the last publish.

v0.39.1 (October 7, 2026)

• Partner nodes: Nano Banana 2.1 ([Partner Nodes] feat(Google): add Nano Banana 2.1 model ComfyUI#16822)

Docs changelog is updated in en/zh/ja/ko. v0.38.2 and v0.39.0 already had docs entries (merged in #1884); this PR adds their CMS staging.
