Restore optimizer artifact verification after manual CI change #47

Problem

Merged PR #45 changed .github/workflows/dspy-jev-optimizer.yml to manual-only but did not refresh its entry in graph_synthesis/dspy_jev_optimizer/artifact-manifest.json. On current main (29cb27e), python -B -m graph_synthesis.dspy_jev_optimizer.verify fails with Optimizer artifact changed: .github/workflows/dspy-jev-optimizer.yml. This also blocks the offline validation path used by the open DSPy comparison PR #32.

Resolution

Update only that manifest entry to the actual reviewed workflow byte length and SHA-256. Preserve root MANIFEST.json and every other optimizer artifact pin. Keep the workflow manual-only.

Acceptance

• Optimizer artifact verifier passes for all 20 entries.
• Original 161-file archive verifier and optimizer offline tests pass.
• actionlint passes; no PR/push research trigger is restored.
