Replace AGPL-3.0 LICENSE with EUPL-1.2 and update info.xml + README. Covers the Conduction ExApp wrapper; bundled Open WebUI / Ollama keep their own licences.

Reverting: open_webui is intentionally AGPL (it bundles Open WebUI + Ollama). Keeping AGPL per decision 2026-07-07. |

Relicenses the Conduction ExApp wrapper to EUPL-1.2 (fleet standard): LICENSE + info.xml + README. Bundled Open WebUI + Ollama retain their own upstream licences. Fleet licence sweep (hydra#88).
