Detect Unsupported Stellar RPC Capabilities #933
Description
Add startup checks for RPC methods or response capabilities required by the listener, and report actionable errors when an endpoint is incompatible.
Acceptance criteria:
Capability checks are testable, identify missing requirements, and do not silently disable core functionality.
