Follow-up to #1262, from a browser pass over every admin page at desktop and phone widths.

What was wrong

• At phone width, a soft phone or AI assistant button that had been dragged, or moved by a window resize, kept a saved spot over the bottom action bar and covered Save or Cancel.
• The soft phone also covered items in the bar's "more actions" menu.
• The Business Hours weekly schedule and the content import column list made the whole page scroll sideways on phones.

Changes

• Soft phone: its drag and restore position limits leave room for the action bar, and it drops under the bar while the bar's menu is open.
• Admin AI assistant: a small script in AIChatAdminWidget.cshtml moves its button back above the bar when it lands there. The widget script itself comes from @crestapps/ai-chat-ui, so it isn't edited here. The button also drops under the bar while the bar's menu is open.
• Both tables are wrapped in table-responsive.

Validation

• Browser pass with real page rendering on all 606 admin pages and the Edit pages of 41 newly created records. For every page with the bar it checked:
  • the bar is pinned to the bottom;
  • nothing covers its buttons;
  • each Save belongs to a form;
  • the "more actions" menu opens and its items are clickable;
  • no content stays under the bar.
• Re-ran the 8 failing phone-width pages and 83 desktop pages after the fix: all pass.
• Release build: 0 warnings, 0 errors. npx vitest run: 1401 tests pass.

Not changed: two Orchard Core pages still scroll slightly sideways on phones, the role permissions table and the admin's top bar. Neither is in this repository.
