CONTRIBUTING previously said GitHub may hold fork runs. The three A38 CI paragraphs now say GitHub holds fork runs from external contributors as
action_required. Org members and repository collaborators are outside that hold; Ready still does not start CI.Markdown-only change (
CONTRIBUTING.md).
