fix: refresh store codegen snapshot

Summary

• regenerate the Store Client Gateway schema snapshot and RTK Query types from staging
• update the schema hash
• keep issue notification failures non-blocking when GitHub Issues is disabled

Validation

• Store codegen produced an identical diff across two consecutive runs
• yarn workspace @safe-global/store type-check
• yarn workspace @safe-global/web type-check
• yarn workspace @safe-global/store prettier
• repository pre-push lint: 7 tasks passed, 0 errors
• no consumers reference the removed generated raw transaction APIs

Closes the drift reported by workflow run 30073613839.
