Summary

Bumps the workspace version from 0.6.0 to 0.7.0 (Cargo.toml, Cargo.lock), to release group administration from #41.

0.7.0 adds:

• group leave notices.
• Admin-only group remove, group rekey and group admin (admin handoff).
• An admin-signed update chain that any member can relay, so offline devices catch up from any member.
• Retained key epochs: 16 old keys and 17 updates.
• Re-invite recovery for a device that is too far behind.

Breaking: the storage and wire protocol changed. Groups made with 0.6 must be recreated, and every machine needs 0.7 with its MCP client restarted.
