有 Card 无 execute 时拒绝 dispatch / Peer Wave 写；包号离开已发布的 0.6.9，作为 0.7.0 物理列车发布。

execute时，task run/ Peer Wave /objective apply写路径一律拒绝；无 Card 的 dispatch 就绪仍是 0.6.9 留下的第二扇门。0.6.9，本列车对外身份为0.7.0（不是1.0.0）。v0.7.0跑 0.7 门禁，v0.6*继续拒绝。allow_unconfined_provider不再静默打开、缺文件不叫PROOF_DECAYED、Agent Bridge ADR 让号0007、合成/快照/宿主 sidecar 测试锁。Test plan
