The Windows development setup now verifies and installs the repository's prerequisites without building Codex or changing Rust's global default. It supports Windows PowerShell 5.1 and PowerShell 7, selects native MSVC tools on x64/ARM64, uses the repository's Rust and pnpm versions, and stops on failed installers or missing components.
-CheckOnlydisables implicit Rust downloads and verifies existing prerequisites without installing packages or changing persistent settings. Installation instructions document the setup and separate build/test commands.Validation: all 36 mocked-installer Pester tests pass on both Windows PowerShell 5.1 and PowerShell 7 locally and in the Windows CI jobs. Prettier and
git diff --checkpass. Fresh-machine installation and native ARM64 installation have not been run.The inherited full CI workflow is not green: fork runner infrastructure is unavailable, and existing manifest, spelling, and cargo-shear checks fail in files unchanged by this PR. Other Linux jobs are still running.
