Integrate the reviewed judge provenance, disjoint behavior categories, shared refusal-label validation and V10–V12 operator runbook into the U03 candidate branch. The mixed-submission clarification is already present in that base. Only seven agent/documentation files differ; dependency and U03 contracts are preserved.
Source head 6203d70 has the same Git tree as reviewed final runbook head 05d9c43. PRs #263–#266 have independent Spec/Standards approvals; exact-d4 CI38108801251 completed SUCCESS. Final code regression at d4 passed 323 related boundary/entry/gate/corpus tests; final documentation revision passed 11 corpus tests. These are component evidence, not fresh integration-head CI.
Current source-head remote verification passed 323 related boundary/entry/formal-gate/corpus tests in 62.72 seconds. Both independent combined Spec and Standards reviews APPROVE this head. The first test invocation used a nonexistent filename and exited 4 with zero tests; the corrected existing test paths produced the reported pass. Exact-head CI38109453357 completed SUCCESS at6203d709de7416e96ba4bb08bdfe356cf745e446. PR #267 was merged into codex/u03-db-row-proof at18743b7749130e1ead7f64dff66f9a98c86bcd4b. Formal U02/U03/U04 business acceptance is incomplete; PR #260 remains Draft. No paid calls, period activation or recovery of halted accounting occurred. Root review threads remain unresolved until fixes reach their actual branches.
