Publish Pub-10 and Pub-9 from the 17 Sep build - #204

Oxygen wrote the 17 Sep build to publications/pub-10/out/, which is
gitignored scratch, so nothing showed as changed. Copied both editions
into their site/ folders, the step that actually publishes them.
Carries the gram-title change to a colon separator ("Gram 1 : Pride of
Le Havre") and the map title's edition name now wrapped in a ph, from the
audience-axis work. Pub-9 stays redacted: four gram titles, no vessel
names, no analysis links.
check-publish.py: 12 pages for Pub-10, 10 for Pub-9, 0 broken refs in
either. The Playwright styling suite is pub-5-only by design (its page
list 404s against any other publication), so it was not used here.

Today's Oxygen build of Pub-10 and Pub-9 had never reached
site/. Oxygen writes topublications/pub-10/out/, which is gitignored scratch, so the new output was invisible to git and the deployed pages were still the 11 Sep build. This is README step 4 — copying the verified output into the publication'ssite/folder — carried out for both editions.What changed in the output
28 files, no additions or deletions. Two real changes, both from the audience-axis work already on main:

f13ldman.csscarries a comment quoting"Gram 1<ph> - Pride of Le Havre</ph>", so a vessel name ships inside the redacted Pub-9 output, and the quoted separator is now stale. Pre-existing, from 2921cd7 — left for its own change.
