Stacked on #326: a change to the readout column asked for after demonstrating the control panel to a stakeholder.

The problem

In use, the frequency at the cursor is by far the most important number in the panel. It was already large, but time was set directly above it at the same size and with the same bloom, so the two competed for the eye and neither was the first read.

The change

  • Frequency is now the only large (36px), lit reading, at the top of the column under the kicker.
  • Time sits immediately beneath it at 19px, captioned TIME, in the same grey as the panel's labels (--gf-muted) rather than in ink, with no bloom.
  • Doppler at the foot takes that same second rank (19px, label grey). It was 19px in ink; two secondary rows at one size in two colours would have read as a third rank, so it follows time. One line to revert if the white was wanted.
  • The hairline that separated the two large readings goes with the second large reading.

Nothing else moves. The LEDs keep their accessible names and classes, so every locator and the helper's getLEDValue are unchanged; docs/Control-Panel.md §3 and the CLAUDE.md entry are updated.

In use the frequency at the cursor is by far the most important number in
the panel, but the readout column set time above it at the same size, so
the two competed for the eye and neither was the first read.

Frequency is now the only large, lit reading. Time sits immediately beneath
it at half the size, captioned, in the same grey as the panel's labels, and
the doppler speed at the foot takes that same second rank rather than
staying in ink at 19px — two secondary rows in different colours would have
read as a third rank. The hairline between the two large readings goes with
the second large reading.

The LEDs keep their accessible names and classes, so no locator changes.

The fast lane on this PR fails on four cases in
tests/unit/multi-tab-merge.test.js, exactly as the base branch does: they
left `now` to the wall clock while asserting on tombstones dated
2026-09-05, so they have failed on every run since the seven-day TTL
passed. Not this PR's change, and not the design branch's either; main
already carries the fix in 9147c49 (PR #333), which this commit ports
verbatim. It no-ops once the design branch takes main.

CI: the "Hygiene, lint, typecheck, unit tests, build" check failed on 696ce65 on four cases in tests/unit/multi-tab-merge.test.js. That is not this PR's change: the same four fail on the base branch (claude/control-design-implementation-9a2bt9) untouched, because the fixtures leave now to the wall clock while asserting on tombstones dated 2026-09-05, which fell outside the seven-day TTL on 2026-09-12. Main already carries the fix (9147c49, #333). 032b2bb ports that one-file test change verbatim; locally the lane is 298/298 with lint, typecheck and hygiene clean. It no-ops once #326 takes main.
