Summary

Implements CLI-036 by adding release-blocking cross-platform validation for the implemented CLI surface.

Included

  • keeps the existing Ubuntu quality gate for typecheck, lint, formatting, tests, and build
  • adds representative platform jobs for:
    • Linux / Node 22.13
    • Linux / Node 24
    • macOS / Node 22.13
    • Windows / Node 22.13
  • runs the complete test suite and production build on each platform
  • uses fail-fast false so all platform failures are visible
  • does not use continue-on-error for supported platforms
  • documents supported OS/runtime expectations and platform-specific executable behavior
  • links installation guidance to the supported platform matrix

Coverage

The matrix exercises compiled CLI startup, path handling, subprocess behavior, generated-project smoke tests, platform-specific executable selection, configuration validation, and build behavior.

Release policy

Failures on supported Linux, macOS, or Windows jobs are treated as blockers unless an explicit documented project decision waives them.

Closes #39
