fix: sign outbound webhooks and make delivery idempotent - #733
Conversation
WalkthroughThe change adds outbound webhook endpoint and delivery records, a service for endpoint management and signed delivery, and architecture documentation. The service validates endpoint URLs, records delivery attempts, applies bounded retries, and verifies signatures against current or eligible previous secrets. ChangesOutbound webhooks

binding, and key-ID headers that the implementation does not support. Do not

endpoint entity to use a TypeORM transformer that encrypts values at rest with
AES-256-GCM, a random IV per encryption, and a key managed outside the database;
store the encrypted representation as base64 and widen both columns to fit it.
Ensure reads transparently decrypt the values for signing.
Review comments at @src/notifications/outbound-webhook.service.ts:
- Line 2: Update the InjectRepository import in the outbound webhook service to
use the declared @nestjs/typeorm package, matching the import used by
TypeOrmModule in outbound-webhook.module.ts.
- Around line 468-475: Replace the hand-rolled comparison in `timingSafeEqual`
with Node’s `crypto.timingSafeEqual`, converting both hex strings to buffers
after validating that their lengths match. Preserve the false result for unequal
lengths.
- Around line 457-466: Update safelyReadBody to read from response.body as a
stream, track bytes as they arrive, and stop and cancel the stream once
MAX_RESPONSE_BODY_LENGTH bytes have been read. Return only the bounded body,
preserving the existing null behavior when reading fails.
- Around line 206-219: Update `deliver()` to check existing records for the
derived `deliveryId`, return early when a `SUCCEEDED` or `EXHAUSTED` record
exists, and continue numbering from the next attempt after stored attempts.
Create each attempt’s `PENDING` record before `fetch`, treat a unique-constraint
violation as an attempt already in progress, and update that claimed record with
the request outcome.
- Around line 225-231: In the retry flow, set nextRetryAt for each non-final
failure and mark the delivery EXHAUSTED after the final failed attempt, so the
stored status distinguishes pending retries from retries that have ended. Update
the logic surrounding the attempt loop and final return; leave the separate
suggestion about moving retries to BullMQ out of scope.
- Around line 316-322: Update the HTTP response handling in the webhook delivery
flow so only 5xx, 408, and 429 responses remain retryable; mark other 4xx
responses as terminal. In deliver(), return early when the saved record has
status WebhookDeliveryStatus.EXHAUSTED, while preserving retries for retryable
statuses.
- Around line 405-455: Update isUnsafeIp to block IPv6 multicast, NAT64, and
6to4 CIDRs, and handle IPv4-mapped IPv6 addresses with hexadecimal embedded IPv4
by normalizing and checking the embedded address. Correct the 198.18.0.0/15
boundary and block the listed IPv4 documentation ranges; use CIDR-aware range
checks so each full block is covered, and add boundary tests for these ranges.
- Around line 341-344: Update deriveDeliveryId to use a plain SHA-256 hash over
the endpoint, event type, and required canonical eventId; remove the randomUUID
fallback and reject a missing eventId so repeated calls for the same event
produce a stable ID.
- Around line 277-286: In the outbound webhook header construction, spread
endpoint.headers before setting protocol headers so custom values cannot
override them. Update registerEndpoint to reject reserved header names
case-insensitively, including x-webhook-* names, content-type, host, and
content-length.
- Around line 203-204: Update the webhook delivery flow around
validateEndpointUrl so the HTTP request connects only to an IP address that has
passed isUnsafeIp, using a custom DNS lookup hook rather than relying on a
separate validation lookup. Re-resolve and validate the destination for each
redirect while preserving manual redirect handling.

| ### Envelope | ||
| All outbound webhook payloads use a versioned envelope. The envelope version is stable per event type and bumped only on breaking changes. | ||
| - `version`: envelope schema version (e.g. `v1`). | ||
| - `event`: canonical finalized contract event type. | ||
| - `deliveryId`: stable, deterministic identifier for one logical event (see Idempotency). | ||
| - `timestamp`: Unix epoch seconds at signing time. | ||
| - `provenance`: `{ chainId, releaseId, artifactDigest }` binding the event to chain/release/artifact provenance. | ||
| - `data`: event-specific payload. | ||
|
|
||
| ### Signature, Timestamp, Delivery ID | ||
| - Every request carries `X-Webhook-Signature`, `X-Webhook-Timestamp`, and `X-Webhook-Delivery-Id` headers. | ||
| - Signature is an HMAC over `version + "." + timestamp + "." + deliveryId + "." + rawBody` using the endpoint's active signing key. | ||
| - Signing keys are versioned and rotatable; the active key ID is sent in `X-Webhook-Key-Id`. Receivers must support overlapping key rotation windows. | ||
| - Receivers verify integrity and reject replays outside the configured timestamp tolerance. |

Align the documented webhook contract with the implementation.
Receivers that follow this document will fail verification against outbound-webhook.service.ts:
- Envelope fields: the docs say
event,deliveryId, andprovenance. The code sendstypeandid, with noprovenancefield. - Signing string: the docs say
version.timestamp.deliveryId.rawBody. The code signs${timestamp}.${body}(Line 353). - Delivery ID header: the docs say
X-Webhook-Delivery-Id. The code sendsX-Webhook-Id. - Key ID: the docs say the key ID is sent in
X-Webhook-Key-Id. The code sends no key ID header, so receivers cannot pick a key during rotation. - Delivery ID inputs: the docs derive
deliveryIdfrom chain, release, artifact, and event key. The code usesendpointId:eventType:eventId.
Lines 9 and 96 also claim binding to finalized events and provenance. The code never checks finality or provenance. Implement these items or remove the claims. The linked issue requires provenance binding and fail-closed behavior.

Fix Line 68. It imports the wrong module and leaves it unused.
OutboundWebhooksNotificationsModule is an alias for NotificationsModule from ./notifications/notifications.module. ESLint reports that it is never used. Encrypt secret and previousSecret at rest.
The entity stores both HMAC signing secrets as plaintext varchar. Anyone with database read access, a backup, or a log of the database can then forge valid signed webhooks for every endpoint. HMAC needs the raw key at signing time, so hashing is not an option. Use reversible encryption with a key that is managed outside the database. Use AES-256-GCM with a random IV per encryption, stored base64-encoded. A TypeORM column transformer can do this transparently. Also widen the columns to fit the ciphertext.
Based on learnings: "When persisting sensitive secrets... flag storage of plaintext values. Instead require encryption at rest using a random IV per encryption operation." The path instructions also prioritize "secret handling".

Fix the import path. @typeorm/nestjs-typeorm does not exist.
package.json declares @nestjs/typeorm. outbound-webhook.module.ts imports TypeOrmModule from @nestjs/typeorm. This import path cannot resolve, so tsc (type-check, which runs in prebuild) fails. That contradicts the reported npm run build success.

Stop retrying generic 4xx responses.
The code retries every 4xx response until the attempt limit. docs/NOTIFICATION_ARCHITECTURE.md Line 112 says that 4xx responses, except 408 and 429, are terminal. A permanent 400, 401, 403, or 404 causes up to 10 identical POSTs plus about 30 seconds of sleep for nothing. Return a terminal marker for non-retryable statuses so deliver() stops.

Fix deriveDeliveryId. Every call throws, and IDs created without an event ID are not stable.
createHmac('sha256')has no key argument. Node throwsTypeError(thekeyargument must be a string, Buffer, or similar).deliver()calls this at Line 206 before any attempt, so every delivery fails.- If
eventIdis absent, the key israndomUUID(). The same logical event then gets a new ID on each call. This breaks the "stable delivery identity" acceptance criterion. It also contradicts the fail-closed requirement for incomplete state.

Close the gaps in the unsafe-address ranges.
Attacker-controlled DNS can return addresses that the current checks miss:
- IPv6
ff00::/8(multicast) is not blocked. - NAT64
64:ff9b::/96is not blocked. Where a NAT64 gateway exists,64:ff9b::a9fe:a9fereaches169.254.169.254. - IPv6
2002::/16(6to4) is not blocked. - IPv4-mapped addresses in hex form (
::ffff:7f00:1) pass.isIP(mapped)is not 4 for that form, so the function returnsfalse. - Line 424 covers only
198.18.0.0/16. The comment says/15, which also includes198.19.x. - The documentation ranges
192.0.2.0/24,198.51.100.0/24, and203.0.113.0/24are not blocked.
Consider net.BlockList with explicit CIDR rules instead of string prefixes. Add boundary tests.

Limit the response body while reading it, not after.

behavior when reading fails.

Use crypto.timingSafeEqual instead of the hand-rolled comparison.
Compare Buffer.from(a, 'hex') and Buffer.from(b, 'hex') after a length check. That uses the vetted constant-time primitive.

Replace the hand-rolled comparison in `timingSafeEqual` with Node’s
`crypto.timingSafeEqual`, converting both hex strings to buffers after
validating that their lengths match. Preserve the false result for unequal
lengths.

Overview
This PR hardens the outbound webhook delivery path for production readiness: deliveries are now signed with a versioned envelope (signature, timestamp, delivery ID), delivery identity is stable per logical event, endpoints are validated against unsafe targets, retries are bounded, and an audit history is persisted. Canonical finalized contract events remain authoritative; delivery fails closed on stale, ambiguous, unauthorized, or incomplete state.
