Report builder saved reports are kept in local state and never persisted #1617
Description
Problem
reports/builder/page.tsx stores savedReports in useState([]). Saving a report and then reloading loses it, and reports cannot be shared or scheduled.
Proposed change
Persist saved report definitions (dataset, filters, groupBy, view mode) through the API, list them on the reports page, and allow rename/delete/duplicate. The backend needs a small saved-reports resource.
Acceptance criteria
- Saved reports survive a reload and are scoped to the user.
