Add a Dockerfile and compose service for the frontend #1620
Description
Problem
docker-compose.yml defines Postgres, Redis and the backend only. There is no frontend Dockerfile, so the documented container workflow cannot run the whole stack, and there is no production image for the Next.js app.
Proposed change
Add a multi-stage frontend/Dockerfile (deps, build, standalone runner, non-root user, healthcheck), set output: 'standalone' in next.config.ts, and add a frontend compose service with NEXT_PUBLIC_API_URL.
Acceptance criteria

docker compose upserves the app at http://localhost:3000 talking to the backend.
