GET /admin/audit/actions has no CSV export and the export helper is dead code #1940
Description
Problem
admin-audit/admin-audit-export.util.ts builds a CSV of audit entries "meant to back an export endpoint on admin-audit.controller.ts", but the controller only has GET /admin/audit/actions and the util isn't imported. Compliance reviewers can't get a date-ranged export (previously #1774, closed).
Proposed change
Add GET /admin/audit/actions/export?from=&to=&action= (ADMIN only, streamed, row cap and date-range validation), escape CSV values (including leading =, +, -, @), and record the export itself as an audit event.
Acceptance criteria
- Export returns the same filtered rows as the list endpoint in CSV with a stable column order.
- Formula-prefixed values are neutralised; test covers it.
