Summary
Add a nightly and manually dispatched Stellar testnet payments workflow. Each run creates fresh testnet payer/releaser identities, masks their secrets, and funds them via Friendbot with bounded exponential backoff and jitter. The workflow uses only public testnet contract/token IDs (overridable with repository variables), never preview deployment secrets.
The workflow distinguishes Friendbot/RPC or missing-contract infrastructure failures from payment assertion failures, writes a classification and run URL to the job summary, and creates or updates one
[Nightly Testnet Payments] Failureissue (reopening it when needed) to avoid duplicate issue spam. The test suite cleans its temporary PostgreSQL data directory after each run. A manualsimulate_failureinput exercises the failure-reporting path.Tests
