Added a script to manage theme preferences based on user settings.
Refactor global CSS to support light and dark themes.
Added Phase W7 for platform quality improvements including theming and accessibility features. Updated changelog and scoped new GitHub issues for upcoming phases.
Updated section headers and clarified API assumptions for patient core flow, dependents, health profile, and acting-for profile switcher.
