Summary

This PR resolves four admin console issues (#71, #72, #73, #74) by implementing the Phase W6 admin features:

• Issue [Phase W6] Audit and access log viewer #71: Audit and access log viewer
• Issue [Phase W6] Stuck referrals console: reassign or cancel with a reason #72: Stuck referrals console with reassign and cancel functionality
• Issue [Phase W6] System health page: readiness, background jobs and recent failures #73: System health page with readiness checks, background jobs, and failure monitoring
• Issue [Phase W6] Feature flags console #74: Feature flags console for managing rollouts and configurations

Changes Implemented

All changes were originally committed in eb9e5bb and include:

• New admin audit pages with filtering, pagination, and CSV export
• Stuck referrals console with age thresholds, loop-chain visualization, and reassignment/cancellation workflows
• System health dashboard with readiness checks, job monitoring, and manual run capabilities
• Feature flags console with state management, rollout controls, and audit trail integration

Testing

✅ All admin feature tests passing:

• Audit: 41/41 tests
• Referrals: 54/54 tests
• System: 56/56 tests
• Flags: 65/65 tests

✅ Typecheck and build successful
✅ Manual verification completed
