What are possible options to generate sample passphrases for the create user form.

Should these passwords be safe for general use or temporary passwords that the user will have to change?

If the former what are possible libraries or methods we can use to generate safe passwords/passphrases?

Closing as done: PR #1512 implemented the passphrase generator, resolving the library/approach question raised here.
