原因

11 月 4 日每日同步 拉取了 GFWList 新增的 bilibili.tv。现有 ChinaMedia.list 先于 GFWList 命中，这一新增重叠尚未进入审计基线，导致 113 项测试中的 1 项失败，后续提交被跳过。

修改

• 保留生成的 DOMAIN-SUFFIX,bilibili.tv，只加入这一条已复核的基线记录，72 → 73。
• 保持现有「🌏 国内媒体」分流和默认 DIRECT，仍可手动选择代理。
• 补充根域、子域及 bilibili.com 的首条命中回归测试，并记录取舍。
• 不关闭审计、不自动接受新冲突。其它每日广告规则更新未混入本补丁。

验证

• 完整重放上游抓取、同步护栏、去重、构建，114 项测试通过。
• 对最终四文件补丁再次运行 114 项测试，全部通过。
• 仓库边界、Python 编译、重复规则、配置与规则校验、provider 拆分、严格审计、git diff --check 均通过。
• 两项 mutation checks 确认回归测试会拒绝 GFW 优先级提升或媒体组默认值改变。
• 本地 Python 3.12.14；PR CI 将以仓库配置的 Python 3.10 验证。

未合并；本补丁保留既有分流，不宣称验证了 bilibili.tv 的地区可用性。
