ABI versions

The current ABI versions are now v12.20.0 and v13.13.0 and v14.0.0.

Plugin API

A new plugin API has been added. This allows bindings authors to extend SIP, for example by adding new directives and annotations.

As a consequence all hard-coded support for PyQt has been removed.

Handwritten code is provided with a dummy sipMS.

When targeting ABI v12 __hash__() implementations are now allowed to return Py_hash_t as well as long.
