Format all Python files with ruff (format-only) - #22

Applies `ruff format` 0.17.3 (default black-compatible style, line length 88) to every tracked .py file, so later changes have small, reviewable diffs. Adds a [tool.ruff] section to pyproject.toml that excludes notebooks and Markdown, so `ruff format --check .` is reproducible. Regenerates #19 on current code. After merging, add this commit's SHA to .git-blame-ignore-revs so `git blame` skips it. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
