Update the eight pending dependency bumps together, with source migrations required by rand 0.10 and rmcp 3.4. Signing-key seeds and consolidation ranks retain fallible system randomness; federation and HTTP role tests use ClientConfig. Raise manifest minimums for the updated MCP, Clap, and compression dependencies.
Override Moment only within the Obsidian development dependency tree to resolve GHSA-4p3w-j4w9-5jqw with 2.31.0. The generated plugin bundle is unchanged.
Promotes the validated maintenance change from #198. Supersedes #183, #184, #186, #187, #188, #189, #190, and #191.
Validation:
make test: formatting, strict Clippy, 238 Rust unit tests, all integration suites, and 60 continuity harness tests passed.
Hermes: 121 tests passed against the current binary.
Obsidian: 6 tests, production build, TypeScript check, and unchanged generated bundle passed.
npm audit: zero vulnerabilities.
Final locked strict Clippy and git diff --check passed.
make release-check: optimized macOS ARM64 build and version smoke test passed.
Hosted checks on #198 passed: Linux Rust 1.88 lint/tests/release build, Windows storage/recovery, and plugins/repository scripts.
