docs: add plain-language license guide

Summary

Adds the requested non-binding easy-to-read guide to the release-candidate license:

• non-commercial use has no FastLED license fee (free as in beer)
• unmodified commercial use does not trigger Section 11.3, while ordinary Section 3 distribution duties still apply
• commercial modifications must be published by the first Triggering Transfer through a public repository/fork or complete reproducible public patch
• when in doubt, develop FastLED changes in a public fork

The guide expressly says that Sections 1-11 and the Exhibits control if wording differs. This qualification is necessary because unchanged executable distribution can still carry source/notice duties under MPL-derived Section 3.

Also repairs the LICENSE entry in ARTIFACTS.sha256, which was stale after direct banner edits on main.

Validation

• LICENSE SHA-256 matches ARTIFACTS.sha256
• git diff --check
• artifact-manifest test: passed
• full suite: 21 passed, 1 failed in the pre-existing zccache error path (result.stderr is None before strip); this branch does not modify the tool
