Bring the PR branch up to date with main so PR CI runs the fixed workflows. Resolved: package-lock.json

TypeScript 7 no longer exports the ./lib/tsc subpath that vue-tsc 2.x loads, so the build fails with ERR_PACKAGE_PATH_NOT_EXPORTED. Bump vue-tsc to 3.x, which drives TypeScript through @volar/typescript, so this PR builds on its own.
TypeScript 7 is the native (Go) port and no longer publishes the "./lib/tsc" subpath that vue-tsc resolves by default, so the frontend build dies with ERR_PACKAGE_PATH_NOT_EXPORTED. TypeScript 6 is the last release that still ships lib/tsc.js, and its _tsc.js still contains every anchor @volar/typescript patches, so vue-tsc keeps working. Also restore the manifest version to 1.0.20261022: merging main into this branch kept the PR copy of package.json, which reverted the version while package-lock.json kept main value. The release workflow checks src-tauri/tauri.conf.json against the tag, so the two must not drift. package-lock.json is regenerated with npm install --package-lock-only rather than merged by hand, which also drops the 18 @typescript/typescript-* platform packages that only TypeScript 7 needs.
TypeScript 6 turns on noUncheckedSideEffectImports by default, so `import "./style.css"` now reports TS2882 because nothing declares the wildcard module. Reference vite/client, which ships declarations for the CSS, image, and media files this app imports for their side effects.
