What changed and why

ihe-atna 0.2.2 changes only its declared MSRV, raising it to 1.98, and is the release the family supports (only the newest). FerroFED takes both ihe-iti and ihe-atna, and cannot move to =0.2.2 while ihe-iti pins =0.2.1. So ihe-iti takes ihe-atna = "=0.2.2" and moves to 0.0.42; nothing else changes.

Checked locally: clippy on all twelve ihe-iti feature rows and the workspace with every feature, nextest (410), the crate-version guard and the publish dry run.
