chore: update workspace dependencies

Summary

• Bump app, docs, CLI, and root tooling dependencies (React, Vite, Astro, wrangler, knip, Biome, etc.)
• Trim obsolete knip ignore entries for mocha and docs custom CSS

Test plan

• pnpm install succeeds
• pnpm run lint:fix / lint check passes
• pnpm run build succeeds
• Spot-check playground and docs locally if needed
